Healthcare Poland Foundation (HCPL) has officially joined the European Horizon project REHEAL – Reversing Healthcare Supply Chains for a Circular Economy, strengthening Poland’s role in shaping the future of sustainable healthcare procurement across Europe.
REHEAL is a four-year Horizon Europe Pre-Commercial Procurement (PCP) initiative coordinated by the University of Edinburgh. The project brings together hospitals, supply chain actors, researchers, and policymakers to design and test innovative solutions that make healthcare supply chains more circular, resilient, and climate-neutral.
Within the REHEAL framework, HCPL has been invited to participate in the Kraków Local Buyers Group (LBG) — one of five regional innovation hubs across Europe. The Local Buyers Groups operate in Scotland, Galicia (Spain), Denmark, Greece, and Poland, together representing over 260 hospitals, 300,000 healthcare professionals, and 17 million citizens.
Our role in the Kraków Local Buyers Group
As a member of the Kraków LBG, HCPL contributes to the co-design and validation of circular procurement solutions adapted to real healthcare environments. The LBG serves as a regional platform that:
- Co-defines local supply-chain challenges and operational needs.
- Aligns procurement innovation with national and EU sustainability strategies.
- Connects regional stakeholders with REHEAL’s central coordination team.
- Supports Living Lab activities by piloting new technologies in real healthcare settings.
- Validates solutions against regulatory, sustainability, and operational realities.
- Shares lessons learned across Europe to maximize impact.
HCPL’s participation ensures that the Central and Eastern European healthcare context is represented in the European-level Open Market Consultation planned for 2026.

What added value does HCPL bring to REHEAL?
Healthcare Poland Foundation operates as an implementation-oriented ecosystem bridging hospitals, regulators, innovators, and investors. Within REHEAL, we contribute:
- Regional Implementation Capacity (CEE Focus)
We help translate European circular procurement strategies into deployable pathways for healthcare institutions in Poland and the broader Central and Eastern European region.
- Regulatory & Governance Expertise
HCPL integrates compliance considerations (public procurement, ESG frameworks, risk management) directly into solution validation processes, ensuring scalability and regulatory readiness.
- Digital & Data Governance Integration
As an ecosystem aligned with the European Health Data Space (EHDS) and AI governance frameworks, HCPL supports the development of traceability and digital monitoring tools that can enhance circular supply chain management.
- ESG-Oriented Procurement Transformation
We help embed measurable environmental and governance criteria into procurement strategies, linking circularity with climate objectives and institutional resilience.
What happens next?
Key upcoming activities for Local Buyers Group members include surveys, co-design workshops, and Living Lab sessions that will directly influence the European Open Market Consultation and future circular procurement strategies.
HCPL invites hospitals, procurement professionals, innovators, and public institutions interested in circular healthcare supply chains to connect with us and explore participation opportunities.
By joining REHEAL, Healthcare Poland Foundation reinforces its mission: to build resilient, sustainable, and digitally enabled healthcare systems that are ready for Europe’s green and digital transition.
