Healthcare Poland Foundation connects hospitals, regulators, innovators and investors in one ecosystem of services for healthcare in Poland. Twelve value streams structure this offer: each answers a specific need of a healthcare provider — from audit and certification, through cybersecurity and innovation, to workforce education and international patient services. Every stream can be used on its own, in part, or as a package.
Healthcare Poland value streams — who they serve
We work with public and private hospitals, founding bodies and local governments, primary and specialist care providers, medical technology companies, universities and international partners. The Foundation is a supporting member of the Polish Hospital Federation, which keeps every stream close to hospital practice.
Quality, Audit and Certification Centre (CAC HCPL)
Audit and accreditation of products, services and staff; certification of formal requirements (NIS2, ESG, GDPR, ISO); micro-certification and compliance. The HCPL certification programme is designed especially for small and medium-sized facilities; positive certification qualifies for a Polish Hospital Federation recommendation.
Part of CAC: International Accreditation (JCI) — preparation for Joint Commission International accreditation (gap analysis, mock survey) under the JCI × HCPL Collaborative Agreement · Data Governance
Hospital audit and certification in Poland →Data Governance
Data and flow mapping, GDPR audits for healthcare providers, EHDS readiness assessment, data governance frameworks, information security under NIS2, and data quality for AI and research — including telemedicine and cross-border patient data exchange.
Healthcare data governance →CyberC4HE Coalition
A public–private partnership for hospital cybersecurity: training, security audits and monitoring, the CyberBook of good practice, and regional Security Operations Centres. Support for compliance with NIS2, the Polish National Cybersecurity System Act, GDPR and eIDAS.
Hospital cybersecurity →Green Hospitals Transformation Centre (GHTC)
Carbon footprint assessment, ESG audits, green procurement, circular economy and energy readiness of buildings — practical sustainability for hospitals, including those released from CSRD reporting.
Green hospitals and ESG →Mediation, Conciliation and Arbitration Centre (CMA)
Three dispute-resolution paths for healthcare — conciliation, mediation and arbitration — filling the gap between a complaint and a lawsuit, for hospitals, patients, suppliers and coordinated care providers.
Healthcare mediation and arbitration →Innovation Centre (CI HCPL)
Innovation qualification, clinical validation of medical and AI solutions, and regulatory support (AI Act, MDR). The Centre manages the Open HCPL HIS and AI Regulatory Sandbox projects, runs tests in Living Lab Healthcare and offers Sandbox-as-a-Service.
Healthcare innovation in Poland →HCPL Academy and Global Life Frontier Academy (EDU HCPL)
A competence development system for healthcare staff, run with the Polish Hospital Federation: 53 programmes across six pillars (organisational, digital, mental, operational, commercial, executive), micro-credentials and joint certificates.
Part of this stream: Global Life Frontier Academy (GLFA) — international knowledge exchange with certificates
Healthcare training →Medical Tourism (MEDiTOUR)
The Cross-Border Medicine Department supports hospitals, clinics and hotels receiving international patients: standardised procedures, the TQAMS certification path, the Medical Tourism Ready project for hotels and training for international patient coordinators.
Medical tourism in Poland →Coordinated Care Centre
Integrating the full care pathway — from prevention and primary care, through specialist outpatient and hospital care, to rehabilitation and long-term care — for hospitals, primary and specialist providers, rehabilitation centres and technology partners.
Projects in this stream: Coalition for Long-Term Care Facilities (ZOL/ZPO) — KiDO · PFSz · HCPL · Association of Coordinated Care Employers (ZPOK)
Coordinated care →Longevity Centre (Longevity 360)
A workplace prevention and longevity programme for employers, including hospitals: eight health pillars, workshops, webinars, a workplace audit and an analytics platform.
Workplace longevity programme →HeliX — European Health Data Ecosystem
An international project funded under the Interregional Innovation Investments instrument (I3, EISMEA): a health data platform built on federated learning and privacy-preserving computation — data is analysed without being physically transferred. The Foundation is one of 14 partners and the only one from Poland; it provides a local test environment in a real clinical setting, without medical records leaving the facility.
The HeliX project →Complementary programmes
Programmes that complement the main streams and can be used on their own: a consolidation audit that precedes a founding body’s decision to merge hospitals, nutritional support in long-term care, and an education programme on the regulation and use of artificial intelligence in healthcare.

How we grow: the self-learning loop
The twelve streams describe what the Foundation delivers. The self-learning loop describes why what we deliver should be better tomorrow than it is today. It is not part of the offer — it is how Healthcare Poland learns together with its partners.
- Signala recurring question, an audit finding, an incident, a regulatory change, training feedback, a mediation outcome, a pilot observation
- Registerevery signal is recorded; the third occurrence of the same signal marks a missing resource
- Decisiona resource, a task, or a refusal with stated reasons — no signal is left unanswered
- Back to the networka pattern, procedure or training available to every partner, not only to the one who raised it
Who we grow with. The Foundation is a supporting member of the Polish Hospital Federation — a network of more than 250 directly affiliated hospitals and, together with umbrella organisations, around 520 entities. Signals come from this practice, and pilots in the PFSz network test solutions before they reach other facilities. The loop is also fed by CAC audits, CMA mediations, EDU training, Innovation Centre pilots and incidents reported in the CyberC4HE Coalition.
In the spirit of Just Culture, an event, the way it was handled and the lesson drawn from it are three different things. The loop deals with the third: it turns the experience of one facility into knowledge available to all.
