During the 9th meeting of the Board of Directors, convened as part of the 7th Global Healthcare Travel Forum (GHTF 2025) in Chișinău, GHTC members elected Michał P. Dybowski as President of the Global Healthcare Travel Council (GHTC). He won the vote against the candidate nominated by Saudi Arabia. The event took place on 25–28 September 2025 in the capital of Moldova.
Significance for Poland and the sector
Poland is institutionally represented in the GHTC through the Healthcare Poland Foundation (HCPL). Michał P. Dybowski’s candidacy was supported by the Ministry of Health, including Deputy Minister Katarzyna Anna Kacperczyk. (Information about the position held: Deputy Minister of Health).
The handover of the President’s duties will take place in April 2026 – until then, a planned process of smooth and secure transfer of responsibilities will be carried out. The term of office will last two years.

Presidency programme priorities (2026–2028)
- Global dialogue on health data – developing a framework for interoperability and security for cross-border exchange of medical records (privacy-by-design, auditability, regulatory compliance).
- Quality standards and accreditation – promoting common clinical benchmarks, patient experience and safety.
- Policy harmonisation – practical ‘bridges’ between jurisdictions and markets, reducing regulatory fragmentation.
- Inclusion and capacity building – support for countries and ecosystems with less access to resources.
- Secure leadership transition – transparent action plan and task forces until April 2026.
What is the Global Healthcare Travel Council (GHTC)?
The Global Healthcare Travel Council is an international forum of national medical tourism councils and associations, bringing together 56 countries. The Council was launched in 2013 in Monte Carlo (IMTEC 2013) and acts as a platform for cooperation, promotion of standards and exchange of knowledge in the field of traveller health and medical tourism. In 2023, a decision was announced to open a second headquarters in Brussels.

Who is Michał P. Dybowski?
Michał P. Dybowski – manager and expert in the areas of health, digitalisation and sustainable development. President of the Management Board of the Healthcare Poland Foundation (KRS 0001066269). At the Polish Hospital Federation (PFSz), he performs functions related to ESG, energy and digital transformation, and security. For years, he has been developing regulatory projects (AI Act), hospital cybersecurity, and agreements between regulators, science, and industry.
