The Coalition for Long-Term Care and Nursing Care Facilities (ZOL/ZPO) is an agreement of the Polish long-term care community formed by the National Chamber of Care Homes (KiDO), the Polish Hospital Federation (PFSz) and the Healthcare Poland Foundation (HCPL). Its purpose is a permanent, expert platform for dialogue and systemic solutions for patients who require long-term care.

Mission: to advance long-term care in Poland through dialogue, data, standards and practical implementation — for the benefit of patients, staff and the public payer.

Why the Coalition was formed

Demographics, longer life expectancy, growing clinical complexity and the need for continuity of care after hospitalisation shift the weight of the system onto long-term care. At the same time the ZOL/ZPO sector faces structural challenges:

First-stage priorities

1. Dialogue forum with the Ministry of Health, the National Health Fund (NFZ) and local governments — regular meetings and a round table for systemic agreements.
2. Monitoring of ZOL/ZPO needs and contracting — a growing facility database and operational data for analysing access to care.
3. Quality and standards of care — quality and outcome measures, organisational recommendations (including the role of geriatric care) and a Barthel-scale-based eligibility tool for long-term care.
4. Workforce and competences — competence-gap analysis, training programmes and work standards developed jointly by KiDO and the HCPL Academy.
5. Telecare, nutrition, patient and caregiver education — practices that stabilise patients and relieve the system, including mental health.

Structure and representation

The Coalition operates as an agreement — it creates no new legal entity and does not limit members’ autonomy. The Healthcare Poland Foundation is its umbrella organisation, organiser and secretariat.

Operating principles

The Coalition follows a non-profit “0+” model: funding comes from disclosed strategic partnerships, event sponsorship, grants and research-and-implementation projects, with no surplus distributed to members. Every project and partnership has a defined purpose, scope, budget and reporting; conflict-of-interest, anti-corruption and GDPR rules apply.

Place in the HCPL structure

The Coalition is a project of the Coordinated Care Center value stream, with its ESG component and the Green Hospitals programme delivered by the Sustainability Center, training by the HCPL Academy, and employer representation through the Coordinated Care Employers’ Association (ZPOK).
