The Health System Department is responsible within the Healthcare Poland Foundation for analysing systemic challenges and the regulatory environment of healthcare. It translates the experience of healthcare providers and Foundation partners into positions, recommendations and participation in sectoral councils and working groups.

- Monitoring — review of draft legislation, strategies and programmes
- Impact analysis — effects on healthcare providers, patients and staff
- Consultation — collection and synthesis of partner positions
- Position — drafting, approval and submission of the Foundation’s position
- Advocacy and evaluation — follow-up of further work and assessment of effects
Procedures
- Identification of a draft regulation or systemic problem.
- Analysis and impact assessment involving the relevant departments.
- Consultation with system partners, including the Polish Hospital Federation.
- Approval of the position by the Foundation’s Management Board and its submission.
- Monitoring of the further process and transfer of conclusions to the Foundation’s self-learning loop.

The Department works with the Legal and Compliance Department, the Operational Excellence Department, the Medical Care Department and with the Polish Hospital Federation as a system partner.
